Strict NAT while connected straight to Windstream modem.?

When you're connected straight to a modem, your NAT type should be open, right? Well not for me. As of recently, my NAT type when connected straight to my Windstream modem is strict, and when connected via wireless it is open, but I still can't connect with most people. Whats the problem?
