Can you set up a wireless router without a modem?

I dont have my own internet, I borrow it from the neighbors and I want to get my own Internet thing is i dont have a desktop with a modem I have a laptop, i was wondering if i could buy windstream internet package nothng else, and just like plug the router into the wall would i be able to do that or do i have to buy a modem?|||You will need a modem in order to access the Internet.|||You can set up a wifi network without a modem, yes, but only computers on that WLAN will be able to communicate with each other.
